This seems to be a pretty obvious trick that works like that.
Referring to Slovakian pages, the G7 Portal writes that more and more East European customers are being transferred to Germany, where they sell essentially wrecked cars. The trick is that, when buying new cars in Germany, they give discounts when they deliver their old, high-emission cars as a "wreck". However, they will only receive support if they are withdrawn from the market.
These cars are bought by the Neppers, and they are being taken to an increasing number in Slovakia, where they are getting quickly. The papers on such cars are labeled "Verwertungsnachweis lag vor", but many do not know whether they should pay attention to it or be unaware of its meaning (a demolition certificate for the car).
The papers are usually even hit by the "Ungult", ie "invalid" seals, but the cars are nevertheless often swept away.
The problem is only detected when the proof of origin is obtained and the car cannot be placed on the market in Slovakia. In addition, the car wreck import is not an illegal activity, so it is difficult to catch the Neppers, saying the buyer was careless.
