The parking card of a person with reduced mobility issued by the Hungarian authority has territorial validity in Hungary and provides certain rights in connection with the Hungarian traffic regulations. The card cannot be applied automatically abroad, but we will show the solution.
The rules related to the parking card of a person with reduced mobility issued by the Hungarian authority are laid down in Decree 218/2003. (XII.11.) Government Decree.
The government decree indicates what rights the card confers on its holder:
“The parking card of a person with reduced mobility (hereinafter: card) is a public document TRAFFIC) 51 / A. Justifies the entitlement to the benefits listed in
The cited 51 / A. § provides as follows:
51 / A. § Section 13 (1) g / 1. and i / 1. in Section 14 (13), in Section 17 (1) (e), in Section 39 / A. § (1) (g), § 40 (9) and § 41 (3) shall apply to a person with reduced mobility and to the driver of a vehicle carrying persons with reduced mobility who is a person with reduced mobility. according to the government decree on the parking card, he placed the parking card in the vehicle.
Based on the described legislation, it can be stated that the card issued by the Hungarian authority applies to Hungarian traffic rules and provides rights in connection with Hungarian traffic rules.
A solution to use the rights abroad is to apply for an EU parking card for people with reduced mobility. The EU card is accepted in all Member States of the European Union.
The EU card provides the rights specified in the given country when parking, ie not the discounts specified by Hungarian law. The rights differ from country to country, so it seems expedient to be informed in advance about the rights granted in the given country.
An information document (Parking card for people with disabilities in the European Union) is available on the official website of the European Union, containing brief information for each country. It is proposed by the Union that a country-specific brochure (which presents the card in the language used in that Member State) should be placed next to the card for easier identification.
In the absence of an EU card, unfortunately, those with a Hungarian card can expect additional fees and fines.
