The Euro 5 diesel vehicles would also be restricted in the case of smog alarms in Budapest - the proposal to amend the smog regulation submitted to the Wednesday meeting of the Metropolitan Assembly revealed.
The proposal by Balázs Szeneczey, deputy mayor, published on Thursday, on the budapest.hu page, shows that the 12, 13 and 14 environmental class - combined Euro 5 diesel engines - have been restricted. under.
In the alarm stage of the smog situation in Budapest, the traffic restriction would not affect vehicles of environmental class 5 (mixed hybrid, only gas powered, electric only), 6 (Euro 3 petrol), 9 (Euro 4 petrol), \ t 14 petrol (Euro 5 petrol) and 15 and 16 vehicles, regardless of Euro 6 fuel.
The amended regulation would enter into force on 1 October.
As a result of the proposed restriction, based on data from 2018, 52 percent of vehicles in Budapest and 74 agglomeration towns would be restricted and the proposed restriction would be more polluting for 88 percent of diesel vehicles, which is 35 percent of the total stock.
The preliminary Impact Assessment accompanying the proposal stated that, since the latest amendment to the Regulation in 2017, the proportion of vehicles restricted to alarm levels has typically been lower than half of the vehicle fleet, so further polluting classes should be included.
The proposal recalled that in 2017, the Metropolitan Assembly decided to limit the circulation of the 7th and 8th environmental class Euro 3 diesel vehicles in case of the ordering of the capital alarm level after 1 October 2018. Furthermore, in the decision at that time, they also stated that, as of 1 October 2019, the restriction would apply to vehicles of classes 10 and 11 - Euro 4 diesel vehicles - when ordering an alert level.
The draft resolution submitted to the Wednesday meeting of the General Assembly also pointed out that in May 2018, the European Commission appealed to the Court of Justice of the European Union against Hungary for non-compliance with the PM10 air pollution limit values, including in the area of Budapest and its surroundings. The leadership of the Municipality of Budapest also initiates more effective measures within its sphere of competence, so that this circumstance can be taken into account in the pending procedure - it was written.
