According to the European Parliament, according to the draft regulation adopted by the EP at its 398 votes in favor, 179 against and 32 abstentions, Member States imposing tolls for heavy goods vehicles and larger trucks would have to pay tolls for air and noise pollution from road transport, in addition to tolls. From 2026 this prize must be introduced for all vehicle categories.
In addition, no exemption can be granted for heavy goods vehicles and larger trucks used for goods transport from 2020 onwards. Under the current rules, Member States may withdraw heavy duty vehicles and buses below 12 tonnes.
At the same time, the new rules allow a Member State to set a preferential tariff for, for example, light vehicles used in densely populated areas or suburbs. The rules apply to the charges already levied and to the proposed charges, but only apply to the trans-European road network.
According to the information, the aim of the regulation is to contribute to the EU emissions reduction targets for the transport sector and to make the amount of road tolls fairer. According to the decision, Member States should apply different toll rates based on CO2 emissions in order to encourage the widespread use of environmentally friendly vehicles.
In order to ensure that only occasional car users and those from other Member States receive fair treatment, the rules set a ceiling on the price of short-term stickers for passenger cars. One-week and one-day stickers should also be sold - MEPs suggested.
The EU Parliament will discuss the final form of the rules with the Council of Ministers of the Member States as agreed by the Council in its own position.
Ms. Deli Andor Fidesz MEP stated in a communication to the MTI that the European Parliament would deprive Member States of the possibility of road pricing. "It has once again proved that Western MEPs are not interested in differences within the EU and want to put their own opinions on all Member States," said the fidesz politician.
